I harbour that saying the Government of the UAE "owns" DPW is an oversimplification. The UAE itself is more complicated than that. So, is the P the government of the UAE, the government of Dubai, royal individuals, royal families or something/someone else? Do they own all of DPW or just a controlling interest?
