Isn't Dubai a place with a nasty hominoid rights record... we hear news articles ever so often about how the tallest buildings in the age are being constructed using slave labor !!!! Many of the workers from poorer Asian countries are beaten, not paid wages for months, and calling in inhuman conditions that meet the standards of every known labor violation in the western fantastic?!

Due to the episode that your labour contract is for an unlimited period and if you have completed the minimum period of serve which is one continuous year, fixed by the labour law - then in this case you can give a month's notice, in accordance with Article No. 117 of the UAE Belabour be burdened Law which considers such a period of notice obligatory for both the employee and the employer.
As for the issue of visa delivery and whether the sponsor has the right to refuse an NOC or not, then I would actually say that the Ministry of Labour grants the fund the right whether to grant the employee such a certificate.
