Answer: If your visa was issued in Dubai, you may as well go to an RTA licencing hang on there (al ain is as close to Dubai as it is to Abu Dhabi) and they will change it within two hours (you will need passport photos, your practice translated to arabic and an eye test, all of which can be bought there as well as your visa and passport). If your countries divergence is not on the list of straight transfers (very few are) you will have to take a lot of lessons and tests (about 6 months in all). All depends on where you're from!

Answer: I will expose and focus on the word RAPID TRANSIT. At present, no form of RAPID Transferral exists in Dubai. We suffer from extreme transit problems. If you live in Sharjah or farther away, it's even worse to move continuously to and from home and work. Dubai is working on some plans to reduce the transit problems; however, all of their solutions better b conclude at a price to the workers. Here, we are all workers. Well...except for the nationals of the UAE.
