Is NOC a need of Ministry of Labour in UAE? Or it depends with your new employer? Are there companies which doesn't require NOC before you start working with them? Or is this one of the requirements by Ministry of Labour before they can allocate me a new Working Visa?

I've been working with my throng for 3 and half years. And by the month of September 2008, I have to renew my visa cos it's prevailing to expired. But what happend was, I got renewed my labour card, but the company called me and said that they coudn't restart my visa because there are two cases from the banks that files against me so I am blacklisted from the immigration. I have two credit cards that I couldn't pay it due to some individual problems until they file a case against me. So my company

I distraught my labour card last November 2008, untill now i'm still waiting for the police report to be released, am wondering if there's a duration from Ministry of Labour in reporting and processing a vanished labour card? and how will i determine if my company belongs to which category so that i'll be able to know if how much will i pay for the replacement fee of the bewildered card?

There is no "duration for processing a fallen labor card". You should have demanded a police report around 2 weeks after reporting the hopeless labor card.
Did you submit the necessary documents already?
Required documents:
Two late-model passport size photographs
A copy of the lost Labor card
A printed, stamped accurately from the company and copies of the company’s Trade License and the Establishment Card

Answer: Non-contention clauses CANNOT be enforced unless specifically included in your official labour contract - the one that is registed with the be subject to of labour.
The "contract" that you are probably talking about is in real terms an "contract" with the employer, none of which is enforcable under the labour law. Remeber all legal and binding documentation in the UAE (that which is enforcable by UAE law) must be in arabic! Your "decrease" which contains the non-competition clause is only enforcable if it was lodged and registered along with your accredited labour contract (which hardly happens).
