Answer: You can talk to the Swiss consulate in Dubai, but unless this is an exigency, or she can provide a reference letter from the Pakistani embassy, then the other poster is right, she needs to concentrate back home at the Siwss embassy in Pakistan.

As Switzerland is a very dog-oriented country, I was wondering why not find a Cavalier here in Switzerland and take one back with me. I am unquestionably looking for a purebred reputable breeder.
