To start a translating business it shouldn't be that unfavourable.
I am not sure about the "licensing" situation you have over there but you would need to have a "Translator" fittingly qualified with paperwork to prove it (not easy to get, I looked into being a translator myself once) and then you just requirement the work.
This work could came from a variety of sources and it is the main core of it all. You don't even extremity an office to start as it can all be done via mail and if needed you can have receptionists to pick up the phone for you.
Also, it would improve knowing someone in the same line of work should you have spikes of too much work all of at once.
You don't want to turn any profession away, you want to be precise, organized and relatively quick with your turnover..
